Help me understand a conspiracy theory



If you were an evil continentalist bent on oppressing the masses with your deep integration schemes, why would you build your top-secret superhighway to Winnipeg?

Well, if it's a "top-secret superhighway", there may be less chance it'll be discovered in Winnipeg than say, Montréal or Toronto.
