Well first off the ones that actually are signing on the dotted line are Calgary's city council so there's your elected accountability.

Yes, and yes. If you don't like smoke in restaurants or trans fats in your food, patronize those establishments that choose to be smoke- or trans fat-free.
As for accountability, every news item I've seen which mentioned that aspect said that the decision was made by the CHR, not city council. Do you have a source that says differently?
